Successful launch of mass digitization with signature

Berlin’s authorities have now taken a further step in enhancing their range of eGovernment facilities by starting the required mass digitalization of paper documents with ALPHA COM. The service provider uses the signature technologies of its partner, AuthentiDate, to protect digitized documents.
Anyone who registers a new car in Berlin, or who has wider wheel rims entered into their vehicle logbook, automatically ends up with ALPHA COM. The document management specialists will digitize this document plus all transactions of the vehicle licensing authority in Berlin, so that the staff of this facility can now work predominantly with digital material. The contract covers a capacity of over 20 million pages of data per year.
In all, about 200 million pages have been planned for all authorities in the capital within the next four years. Following a tender, the relevant master agreement was concluded between the IT Service Centre in Berlin (ITDZ Berlin) and ALPHA COM in the fall of 2007.
ITDZ Berlin is the central IT service provider for Berlin’s administration and responsible for the development of a comprehensive eGovernment suite for the German capital. However, to make full use of the benefits of online management and an electronic filing system, all analog data first needs to be migrated. The vehicle licensing authority is serving as a pilot project in setting up, testing and establishing mass digitization as a general service.
Technical requirements
"The new service was developed with ALPHA COM through intensive and solution-focused collaboration," said Konrad Kandziora, Managing Director of ITDZ Berlin. "Flexible arrangements were also possible for time management. This is important in pilot projects where many questions do not come up until the implementation stage." It is well worth it, however, as the service will also be used by other units in Berlin. Berlin’s Registry Office No. 1, the Immigration Authority and the Family Court are already in the queue.
"It’s a sophisticated project for a number of reasons," said Michael Schakols, Branch Manager at ALPHA COM in Berlin. "We will need to convert a whole range of heterogeneous IT landscapes and specific technical applications to this standardized service platform. The key to success is web applications and shared service-oriented architecture models (SOA) for the necessary interfaces."
Details of the facility
The ALPHA COM production unit in Berlin employs about a hundred people, who process up to 300,000 documents per day. After Hamburg, Berlin is the Group’s second biggest facility, offering the full line-up of document management services.
The biggest customers of the Berlin facility are ITDZ Berlin, the German Drugs Institute, Alba and various banks and insurance companies, such as the IDEAL Group.
